Warning Bar//New Rules

I was hoping we could add a warning bar for the members. After a certain percent warning, the member gets specific punishments.

Now with the above statement I was hoping we could rewrite the rules and elaborate on them. I have some rules from previous websites I was on. If you want I can pm them to you for futher reading and evaluation.
